I was accepted as a vendor during the vendor registrations being closed, it's simply a matter of the staff being busy with more pressing matters; like the safety of your money and anonymity, having less vendors is terrible news for them, it means they make less money. That said, it is still possible to be accepted despite the registration being closed, if your lucky I guess.
