I happen to have paypal account with current balance over 5700 USD.
Account is Business Verified and has connected bank account and card.

I also have ebay account associated with the same paypal.

What are the possible cashout methods since I cannot sell it without having vendor account here in SR?

Why not just buy bitcoins from someone that accept paypal (www.localbitcoins.com) and buy drugs or sell them off for whatever currency you want.

There are other marketplaces on the darkweb that cater to stolen accounts, Paypal included. SR isn't one of them. I'd suggest you take a look at the TOR Wiki and look into the financial marketplaces where you can get better advice than here. This is a drug marketplace.

I always thought about buying virtual currency and then selling it on for a loss as a potential cash out method. Never had the opportunity so far though.
