First of all, they're funded by us through our tax dollars and also through lobbyists buying, in essence, the votes of legislators; let's be clear on that. You make it sound like this is all privately funded by some unknown source.
Second, they do NOT need data centers that are "bigger than cities" to collect our data. Metadata for the entire US (or the most of the world) can fit inside my fucking apartment. And we know EXACTLY where the US new data center is located; it's in Bluffdale, Utah, and it's not bigger that a large city by a long shot (BTW, now that it's open, it's been experiencing major electrical failures). It's somewhere between 0.04-0.05 sq mi, or 0.09-0.14 sq km, which is smaller than a hamlet. That's the largest facility they've got. They don't need data centers that large.
Speaking of satellites, Google Earth makes it damn near impossible to keep everything secret by default. The government'd make Google cover it up, but these things are visible before that. China's new (and 1st) "top-secret" aircraft carrier can be viewed under construction using Google's satellite images.
