Title: Peer to Peer bitcoin?

I want to buy bitcoins using a pre paid CC
or is there a pre paid card i can buy at walmart or cvs specifically for bitcoin transactions?

You can buy MoneyPaks for cash which you can then sell to buy Bitcoins. Speak to the trader CoinBox.
