When buying bitcoins I'll be depositing them anonymously at the bank,

As you can see they need an email address to send me the reference number.

 Should I use Public library computer or

Tor browser at home?

The public library won't be secure but I've never used the email at home so I can discard it after this transaction.

public library comp will be full of trojans to steal your coins obviously use your home comp
you don't have to use Tor unless you're buying huge amounts. your Tor IP is probably going to get flagged whereas your regular, legal purchase of bitcoins will go unnoticed in the sea of other normal transactions.

if they need an email address use 10minutemail.com but only if they instantly send you an email. or sign up to vmail.me or http://mail.india.com/register or  https://anonbox.net/en/ they all work with Tor

You need to understand that although it is possible to know someone is browsing the web through Tor, it won't be possible to analyse what sites you're visiting just from analysing your traffic.

This is why I'm using Tor browser now from my office- knowing I had a Torified connection would tell an ISP / System Admin nothing about my e-mail addresses, messages sent on SR and so on unlike on the Clearweb.

Use your home PC and stop worrying!
