Market accounts take on average 2-3 days to be upgraded to vendor status, they're done in batches.

The vendor needs to mark the transaction as 'Shipped', you'll then be able to finalize early.

You'll need to wait for the new support center to be released, once it's been rolled out you will be able to dispute the transaction and receive a refund.
