No doubt that the address is on some kind of watch list since you've already had one package seized.

Auto-finalize is currently disabled until the resolution center is rolled out, once it has been released you'll be able to dispute the transaction and receive a full refund. I urge you to not finalize the transaction because you lose the protection that escrow provides you.
