I had an issue which I put to DPR recently to clarify such matters since I run a mailing list for my customers but there are conditions of it. Firstly the list has to be opt-in, secondly there must be an opt out too with no conditions etc. Also, if it becomes "the norm" or people are always getting spammed then the stance SR takes for such things may change so just ask him to stop sending mails to you and if he continues, then I imagine that could be classed as spamming so best take it up with the staff.
