Title: preset refund rate from OldAmsterdam

His page reads new buyers get a 50% refund, while returning customers get a 75%.

After PMing him, he agreed to have my package tracked and give me a 100% refund if anything went wrong.

Would Support be able to see our messages and have his proposal honored if anything went wrong, or could he scam me and offer a 50%?

Yes, SR staff can view the messages if necessary.

As scout has stated, the administrator presiding over the resolution can see the messages if necessary.

Please note that it is the administrator that decides on the amount of the refund given, not the vendor's refund policy. That is taken into account, however, as you infer agreement with a vendor's policies by placing an order with them. That goes for privately arranged refund policies as well, but the administrator would most likely settle on the refund that the vendor has stated he would provide in this instance.
