A new vendor on SR only has 30+ sales. and all reviews are short and sweet. No real details. And prices are too good to be true. Is it possible for this guy to have a second account and buy from himself 30+ times just to leave good feedback and does SR admin keep an eye out for things like this?

SR Support and Vendor Support aren't there to police the marketplace except in cases of scamming. If a vendor is reported, then, yes, they will investigate. But I would doubt that they do that unless there is a reason to look that closely into a specific vendor, or if there have been reports.
