Title: Withdrawal coins

Is it possible (with SR down) to still withdrawal coins in a timely fashion (I've read a couple of reports of 15hr waits etc, and is it even possible with it down?).

No, it's not possible while SR is down.  You have to be logged into your account to send anything from your wallet.
