Title: Do you need to wait a certain time or meet certain criteria to post?

I was trying to post something in Off-Topic in relation to a question I had about something I had heard about (The Hidden Wiki).

But I don't see a button to create a new topic there...yet of course, I found one here.

Is there a minimum post cost, account creation cooldown period, or something else to allow you to post in this area of the forum or other areas?

Yes, you need 50 posts in this subforum before you can post in the main forums.

Is it okay to post topics which may belong in other forums but posted here in the meantime?

EX. Questions about Hidden Wiki and/or Steroid Vendor Reviews...and or...well whatever the case may be.
