I'm sorry this happened to you.  The vendor has been reported multiple times, but I think SR Support is currently just overwhelmed so things are moving slowly. 

In any case, as with most scams, there's not much anyone can do to help you get the money back.

Also, please don't take it personally that people here are skeptical -- we have seen many people come here, claim they had cancer, ask for bitcoins/money, and then announce that they scammed everyone and never had cancer.

So, we're a skeptical bunch, but for good reason.

Nonetheless, you're not asking for anything other than your money back from the vendor, and that is understandable.  I wish that there was more we could do, but scammers are not often swayed by sympathy or empathy. 

I wrote him that I wait until the last hour.

Be careful doing that because if for some reason the site is down during that last hour, it could auto-finalize on you.

DPR is aware of that issue.  Thought he might be fixing it during maintenance.  Is it still giving the same error?

As I stated:

If you're upset about the refund rate no longer being 0%, then the answer is simple: just get in touch with a vendor prior to placing an order with them to let them know WHY your refund rate isn't perfect.  Explain that you got a partial refund.  Most of them will understand and not hold it against you.

I'm sorry, there's nothing we can do from our end on the forums, and there is no way to circumvent the 72 hour waiting period which is in place to protect your account.
