Title: am i elgible for a refund? should i even pursue one?

I asked a vendor on 3 separate occasions (once on the market site, once in a PM on forums and once on his vendor review page) about whether he requires signature for his packages. he assured  me (all 3 times) that for his domestic packages signature is never required. since i would never sign for a drug package, his answers satisfied me and i placed a $900+ order. now the package came as registered mail and the postman not only asked for a signature but asked for ID as well! i freaked out and told the postamn i would gladly give the package to the person but he said no and then left. I'm not trying to scam anyone but now i feel like i'm out almost a thousand dollars because of the vendors screw up. Shoud I (Can i ) ask for a refund? Shoud i just forget abt the 900 dollars?
(by the way its a pretty reputable vendor)

I would think you're eligible for a refund.  It seems the vendor didnt follow through on his end of the deal.  Take it to the resolution center and hopefully you can provide the communication that you had with him to them.  Start doing screenshots before they 'disappear.'

if the vendor is reputable based on a good history of transactions, personally,  i'd sign and accept it.
also for the vendors protection i doubt any send out goods worth a grand without getting a signature just in case they get scammed.

has the vendor got back to you after you turned away the postman?
is it your normal postman?
are they going to re-deliver or do you have to go pick it up?

You should most definitely ask for a refund, if the vendor went outside of your explicit agreement that is their fuck up, not yours and from what you have described you couldn't have gone to any further lengths to clarify that no signature would be required.
