Title: Pinned or sticky, how to get it done?

How can ask to get a sticky on a topic?  In Drug Safety a real live Doctor gives advice about safe drug use but competes with all manner of noise to stay afloat.  He may not want the pinned status for fear of too many questions but just wondering about sticky status.  Thanks.

As a general rule only moderators and/or admins can sticky threads and permission needs to be given by DPR. If you would like to make a case for a thread to be stickied then the OP should contact DPR and ask for permission explaining why.

It was also said not long ago that only threads started by moderators / admins could be stickied, but I'm not positive whether or not that remains the case.
