From reading your post I can see that you are not a native English speaker. You have misunderstood what the person leaving the comment meant. That person is saying the they have been a heroin addict for 13 years. They are not saying that they are only 13 years old.

Plus, even if that particular user was by chance 13 (which I do not think they were), there would have been no way of the seller knowing, seeing as he would have only found out after he sent out the order and read the feedback.

Well if this is true what the person said. its never good to sell to kids , but you dont know who is on the other side of the computer.
if i was CMG i will kindly ask if he will change his feedback and end the relationship with that client.
i think for vendors that got the same experience selling to kids know its not right. but if you sell through the net you dont know who is on the other side. it can be LE , regular users but there is a chance that they are kids

To be clear, as others have already stated, the guy leaving the feedback was saying that he has been an addict for 13 years .... not that he is 13 years old.
As an aside, there is no age verification here so there is no way for vendors to know the age of those who purchase from them.
