Title: Admin Resolution

An admin has resolved a disagreement prematurely, but I felt that I was in the right and had the evidence to back me up.

A seller had trouble with PGP, so decided to send my purchase to a "joke name" guaranteeing that my purchase would get lost or confiscated in the post. I've now been sold a product that wouldn't have had a chance to get to me. I feel the decision the admin made was completely unjust considering I saved the message exchange between myself and the vendor.

Is there no way I can get at least a partial refund?

Once an admin makes a decision, that decision is final and never reversed, as far as I know.

If you can write up a very good letter arguing your case, you could appeal directly to DPR.

the wanna make a decision about scams like charabros then  and not just buyers problems or do I need to write a good letter to dpr  too?

As nanpa stated the admins decision is normally final but I have seen of a case recently where DPR reviewed the case and overturned the decision.
