If a vendor cannot provide proof of shipment, and I don't receive the good, does that entitle me to a 100% refund?
There seems to be the chance that I'm about to get 50% scammed from a vendor who possibly didn't even send the package.

I think it would be difficult for a vendor to prove shipment now that USPS has hanged their policy on tracking. If you suspect foul play you can always leave a low rating though.

If you are unable to work things out with the vendor and you take it to resolution then SR support will assess each case taking into consideration a number of factors.
The SR wiki states the following:
If your package never arrives or is not in the condition you expected, you may have a chance at a full or partial refund of the purchase price. Just click "resolve" next to your order. Our resolution center gives you total flexibility in working out a mutually agreeable outcome with your vendor, whether you want to request a full or partial refund, release payment to your vendor, or extend the time you wait for arrival. In the rare event that an agreement can't be made, Silk Road admins will be right there to mediate and investigate if necessary. The vast majority of orders are filled exactly as expected, but to avoid even the rare hang up, we strongly encourage you to read your vendor's feedback and ask questions of them ahead of time.

If you and the vendor cannot reach agreement by the time the resolution period expires then yes SR support will adjudicate on the situation and make a final decision.
