Title: Resolution Center Help

I ordered from a legit vendor (from which I had done before regularly) and never received.  The vendor messaged me about issues on his end and that he would need a little bit to get it out, but was still filling orders now.  The was the last update I had received from him, so about a day ago it went into resolution.  I offered my resolution to the aptly named Resolution Center and submitted it to SR and vendor.  I was wondering what the protocol with this is as it is my first time to go to resolution.  I learned my lesson thanks the HEPAAIR (SCAMMER) about Finalizing Early, so that will never happen again.  The transaction with HEPA and this vendor have been my only two bad experiences on SR with almost 15 transactions.  I hope everything is alright with him as I know this situation is not a malicious act as everything is still in escrow.   The vendor(LEGIT SELLER) has not been on SR for almost two weeks, so of course he has not rebutted the resolution yet.  Again this vendor is a very reliable member of the SR community and I hope he is back on it soon, but I just have a few questions:
1.  What happens if vendor never signs onto SR til ADMIN gets involved?
2.  Is the refund issued in ESCROW AMOUNT or in BTC amount that item was purchased (as the buyer can not hedge while their money is tied up on an "in transit" order?  Will refund go back into SR Account?
3.  How long will it take to resolve regularly?
4.  How does an order going into resolution affect the buyer and/or seller.
5.  Is there any other material about the resolution process, so that I am not just wasting your time with questions I could have looked up under a FAQ tab?

   i ordered 2 Oz from Pot2Peer and only 1 Oz came
the 2 Oz that i ordered was the Outdoor Skywalker and is not cheep

1) You get a full refund.
2) Depends. If the item was hedged, you get your $USD-value back. If the item was unhedged, you get your BTC back.
3) Normally that depends on the vendor. Since your vendor has disappeared...
4) You might get a refund appended to your buyer-stats, but if you have proof of the vendor saying it was never shipped, just show that to admin's in the resolution center.
5) Not sure.

And to the other poster in this thread: This isn't where you should be complaining.

I have a question about commenting the transaction after resolution - if for ex. I click "resolve" with my order and go to the resolution center (and lets assume I get a refund from SR and not from the vendor) can I still comment the order on the vendor page like with regular transaction ? - give a rating 1 to 5 and write that he scammed me and I got a refunded from SR not from him etc? or is it that after the resolution center there is no way to leave a comment? anyone had experienced similar situation?

You move an order into the resolution center by clicking next to it where is say "Resolve".

You can then propose the resolution you are seeking, this is the resolution center.
