I am unsure what response you are seeking at this time, the resolution center is there for you when you are able to access it and you have correctly described its function and operation. There are also no other ways to circumnavigate the wait period of 9 days before you can take the transaction into the resolution center. If you have concerns regarding the vendors behavior then you can contact SR support and advise them of the situation, they will however probably instruct you to take the matter into the resolution center when you are able as I have already done. If that doesn't not answer your question can you please be more explicit in the advice you are seeking.
