Well its actually 9 days not a month, you should submit a customer support ticket anyway asking for help, if anything it will stand you in good stead for the resolution process. Re the vendor asking for FE, if they have met the criteria to do so they are well within their rights to ask, you clearly will not be doing that so the vendor should just go ahead and cancel, if they don't or even confirm the order the resolution center is the only way to potentially get the order cancelled and refunded.
