Unfortunately I doubt it, it is the buyers responsibility to ensure that they respond the any counter proposals in the resolution center as well as ensuring the most up to date proposal reflects the resolution they are seeking. If you did not do that the admins are very unlikely to b able to assist you after the fact. Best you can do is submit a customer support ticket explain what happened and see if they can help you. Out of interest what did you do? if you wanted a reship was the vendor in agreement? did you submit a proposal asking for a reship?
