Title: Guide for Buyers in Germany: Receive Shipments Anonymously

In this post I will describe methods to receive goods anonymously in Germany. First of all I want to state that it is possible to receive letters and parcels anonymously without much effort in Germany. I will describe two methods:

Method 1: poste restante
"Poste restante" is the international term for "Postlagernd". It means that a shipment will be stored for pick-up in a given post office. The delivery address has to be formated like this:

XXXXX is a special post code that corresponds to the post office you want the goods sent to. It can be found out here (click on "Postlagerausgaben" and enter City): http://www.postdirekt.de/plzserver/?id=viewstore
It is important to note that when receiving normal letters, you do not have to show any ID! It is sufficient to ask for any Shipments for <Name> in this case. I do not have experience in receiving parcels using this service, this might require to identify yourself (so you would need to use a fake ID). This method allows for anonymous receiving of letters when using a fake name and a post office away from your area of residence. Note that there will probably be cameras in the post office and because of this you should use a far-away post office. I have made very good experience using this service to receive letters. It would probably not require much frauding skill to create a fake ID that the post office workers will only take a short look at.

Method 2: P.O. Box
In Germany, a P.O. Box is called a "Postfach". It costs 15€ (one-time, no recurring fees). They are availabe in most cities. The important thing is that you do not need any ID when applying for one! The process of application is as follows:
1. Call Deutsche Post service number from anonymous cell phone or public pay phone: 018055555
2. State that you want a Postfach, you will be asked for address and phone number. Use an anonymous address you have prepared.
3. You will receive an invoice to that address for the 15€. Pay the invoice anonymously (be creative).
4. After you have payed, you will receive two keys for your Postfach. Congratulations.
The hard part is obviously paying the invoice anonymously. There are methods for this, use your bank drop you might have lying around. It has been established in court that the Deutsche Post does not need to ask the applicant for ID. This of course does not mean that they might start doing this in the future.

These are two methods one can use to safely receive critical goods in Germany. I hope I could help some fellow resident of Germany.

Just a few things to bear in mind; in both cases you are susceptible to human intelligence based attacks. I presume there are camera systems, both at the post office and where your postbox is. 

Lets assume you retrieve a drug package from the post office or from your p.o. box that has previously been intercepted by LE, you will not be able to use plausible deniability in a court of law. Additionally you could be charged with giving false identification.

Update: This is taken from the smuggling section on PolyFront. It recommends using p.o. boxes but keep in mind, it is primarily written for recipients based in the US. The penultimate paragraph describes what might be a possible alternative for the average German SR buyer that increases plausible deniabilty. Mom and Pop box companies seem intriguing, I wonder if there are comparable places in Germany or other European countries.

If you are worried about a photocopy of you ID being taken when you open a box, spray hair spray over the face of the card. This will not catch the human eye but will cause the photocopy to be distorted and poor quality. I also suggest if you get a fake ID that you edit your picture slightly in photoshop, slightly change the distance between your eyes and nose. This will prevent someone with a photocopy of your fake ID from finding you by running through the legitimate drivers license database with facial recognition technology.

Disguising efforts should be utilized when retrieving packages (wearing gloves or covering finger tips with liquid band-aid, is a requirement) and test runs should also be attempted. See the 'chapter' on secure drop points for more information on how to secure a pick up.

Do not park near the box place you are using. At the very least park a block away and walk to it. A better plan is to call a taxi from a tracfone and have them pick you up away from where you live and drop you off a block away from your box. After you retrieve your package, put it in an anti static bag immediately upon leaving the store. The anti static bag acts as a Faraday cage (make sure the entire package is inside), and will prevent a homing signal from revealing your location while the packaging is contained. Backpacks fully lined with tinfoil may work as well. Always test the solution by trying to call a cell phone contained in it.

After the package has been retrieved and measures against homing signals have been taken, walk to a fast food restaurant or some such thing, and take the package into the rest room area. Go through the packaging and check it for bugs as quickly as possible. Online spy shops have cheap bug scanners that can detect cheap bugs that send out homing signals. Destroy the packaging to the best of your ability and dispose of it (perhaps down the toilet). Now call for a second taxi to pick you up and drop you off a distance away from your place of living, and walk back home. It would help to decide the routes you want to take, and the packaging disposal place you want to use, ahead of time.

If a recipient must have a package delivered to a place connected with them, they should ensure said place is clean between shipments. Clean houses of friends can also be used. Upon receiving a package to a place with connections to the recipient, they should not open it but should write return to sender on it. After several days, then the package is safe to be opened. Recipient should never select to have shipping methods which require a package to be signed for.

No matter where you get packages sent, get a feel for the place. Learn to recognize the people that work at your box place. Remember what your mail man looks like. Controlled deliveries are not handled by your traditional mail man, and if a random guy in a mail man uniform asks you to sign something, you should use your head (never sign). Similarly, if a friendly neighbor or dude down the street who you never saw before in your life comes by to give you mail they accidentally had delivered to them, make sure you deny it is yours and ask them to just toss it or something.

But since u can only (afaik) receive letters poste restante, the P.O. Box is necessary for parcels.

I dont get the part with the anonymous address?

So all i need is this address, so an anonymous mailbox, where i can get my invoice and the keys for the P.O.?
I guess i have to take one with a fake name at a building site or abandomned house right?

Paying the invoice seems pretty easy for me, since it is possible to go to a bank and do the invoice without having an account there. I also remember there is no ID necessary. At least this worked 2 years ago, when i did it last time.

It is possible to receive international, but not domestic parcels using "postlagernd". In Germany, there exists a service called "Packstation", which is a large machine where registered customers can pick up parcels 24/7. It is quite hard to acquire an anonymous Packstation by means of faking (afaik), but stolen accounts are readily available on certain markets.

So all i need is this address, so an anonymous mailbox, where i can get my invoice and the keys for the P.O.?

This is correct. I don't think it is advisable to use an abandoned house or something similar, since your intentions would be to obvious to the delivering party.
