I received a bubble mailer with a US DEPT OF HOMELAND SECURITY tape around the top to mark the envelope but not used to seal the envelope, I see no evidence of tampering, is this just the norm for overseas packages?
Even if it was opened there was no controlled delivery and the contents are what was ordered so not an inert filler
The tape appears to have said "ORDERED BY US BORDER PROTECTION"

Depending on where the article was coming from, and the security level of the day, they may have sent the envelope for a x-ray or explosives detection machine.
I figure the scan was non-abrasive as the envelope was not opened. They put the tape to show it was an authorized search.

Could it be that seller have taken such steps to "stealth" the package? Because I don't know how DHS could not find drugs in package if they were taking closer look at it. And the controlled delivery will not do anything to alert the receiver. Sticking DHS tape on package will alert for sure :D

I'd be clearing out my house of all paraphernalia and laying low for a while.
I'd be interested as to if that would work to "pre-flag" something before it got to customs and how they would handle that. Very interesting concept though.

What you are describing is the tape DHS uses to mark envelopes that went through any sort of special process such as being run through x-ray machines or explosive/biological/nuclear detection equipment. Look very carefully at the envelope as you hold it between you and a bright light source. If there's no pinhole in the packaging and the envelope wasn't opened then they didn't test the material inside of it, just ran it through some extra screening on top of the normal customs bs. If they were going to bust you, why would they warn you of such with the tape? The tape doesn't usually get on until it clears the inspection due to the fact it would make it harder to do controlled deliveries if they advertised they were coming for you.
That being said, maybe it will help you relax about it if you did clean the house of stuff you wouldn't want to get charged with. Then maybe you can actually enjoy your buzz without stressing as much.
