Awareness raising about using encryption/anonymizers and higher operational security (9/10 of which is "don't trust anybody" and 1/10 technical fixes), as well as distributing information such as case studies on Sabu, Adrian Lamo can help. That is probably the most effective way to inoculate the hacker population. Killing Lamo and Sabu to make examples of them won't work, you'd be just playing into the State's hands by using their methods at that rate. That said, turning their hard drives into paperweights every so often wouldn't hurt either :D
