An interesting way of using steganography in the open is where you use PGP encryption as per usual, and then you use some crappy encryption over that. This way, you are not hiding that you are using encryption, only that you're using effective encryption. This thwarts an LE agent's ability to put value judgements on targets in a network while wasting lots of their energy. Situation dependent of course. I think the most effective steganography is where you have control over some public area online or offline so that there's a one to many relationship to those recieving the message, only that not everybody knows how to interpret it correctly.
