For most of its history I think Lebanon was quite westernized in comparison to the rest of the middle east and it remains so today, a sort of cultural melting pot between west and east. It probably does have draconian drug laws, but the real question is whether it is capable of enforcing them. I mean, what would you call the USA's drug laws? Favorable? Mild? Take a look at them, you can get put in prison for six months/1 year for possession of a bong and the intention (thought crime) to smoke weed in some states.
