Absolutely this. Information and personnel compartmentalization is key to a place like this. Those things were lacking (in my OPINION) in SR1. If you have 1 man with all the information, all the processes, running multiple roles, handling everything.. you're either prone to fuckups (which happened) or security lapses (which happened). If you compartmentalize, not any one person can bring about any significant amount damage or "knows too much" to be a vector of attack. +1 Having a multi pronged mechanism in place for every contingency, eventuality, and having trustworthy people who just "steer the ship" as opposed to ordering edicts is the way forward.
