The reason an out-of-band mechanism is important is to forestall any problems arising out of the potential compromise of either the SR site or the SR Forum site. Even if both sites were compromised, it would be highly unlikely that anyone could also compromise the keyservers at the same time. Such a PGP key would help provide proof of identity, in the case you ever lose access to your accounts.
