Nothing of the kind is going to be implemented because DPR does not believe in it. DPR has stated that he encourages the use of PGP, but refuses to make it mandatory. From my point of view, the signal being sent by top management is that, in the final analysis, PGP really isn't that important. While public awareness of PGP's role in providing security is vital, that in and of itself is simply not enough. In my view, for any real changes to be accomplished, direction simply has to come from the top, and to be blunt, that is not going to happen, because this would go against DPR's agorist philosophy. NC
