I placed an order with MushroomMagician yesterday for ฿0.79 yesterday and got an e-mail today saying my order was cancelled and refunded. However, I only received ฿0.76 back. I realize ฿0.03 is not a lot of money, but it's annoying to get nickel and dimed by a seller who's already wasting your time. Why was the full amount not refunded?

He responded back quality to my message, so I will give him credit for that. Apparently my order was cancelled since my account was new, which is pretty lame considering his page doesn't state anything about new members not being able to order.
Apparently the refund is out of his control and due to the escrow hedging. He cancelled my order one hour after it was placed and I didn't see Mt. Gox move 5% in that time... but I do believe it is out of his control so you can't blame him for that :/

The order was hedged, which means that you were refunded the dollar value you spent at the BTC rate of the time of refund minus the ~4% hedging fee. Please re-read the Buyer's Guide for more details (link on your account page), and also the following section of the SR Wiki:
