Title: severely short on refund.

Made a purchase from a vendor (who I'll leave unnamed in public) for items totaling $132 shipped.  Order was put in Sunday night (June 30).

I was told the following evening that items had shipped, and that they would maybe hit the trucks on Tuesday as it wasn't dropped off til Monday evening.  It was supposed to be sent priority.

Three days pass, and item had not shown up.  I had emailed during this time to see if seller would provide me with USPS expected arrival date, even if he wouldn't give me a tracking number.  This question went unanswered.

I was also told yesterday that apparently, he went to check the tracking number, and apparently NOTHING CANE UP, which I figure must mean that either that this package got swallowed by USPS without even being registered in their system once, or that the package was never even sent to begin with.  A 5th day passed today with no delivery and I emailed him asking for a refund, as it was obvious at this point that the package wouldn't be coming.

He apologized and said this has never happened before, but apparently claims he just found out all his other recent packages have had this happen to them also.

He canceled from his end saying it would auto refund full price,, but the refund was over $40 short of the price I paid him.  I only received $90.  I appreciate the gesture, but it seems to me as though he should be giving me back every dollar I spent since the package was apparently never even sent to me.  I could've purchased for the same price from other sellers and had it here days ago.  Seems fucked up to have me take the loss for him holding my bitcoins for 6 days while the value dropped from $97 to $69.

If the order was not hedged then you received the same amount of BTC back as you paid. Bitcoin has lost some of its value over the past number of days, which is why the USD value of your refund is lower. I would recommend buying from vendors that hedge their orders in future if you are concerned about Bitcoin volatility.

Seems like issue may be resolved in another way?

If an order is hedged then you will receive back the USD value of the order (in BTC) when you are receiving a refund. If the value of Bitcoin drops whilst your order is in escrow, you will receive more BTC. If the value of Bitcoin increases whilst your order is in escrow, you will receive less BTC.
