Title: Full refund not received after Vendor screwup

I placed an order on 7/3 and about an hour later the vendor cancels it saying he advertised the wrong pill...order was 2.17 but I only got back 2.08 refund so it seems the shipping was not refunded.  IS this normal?  I can see how hedging can make a difference when it comes to the vendor getting paid, but in this case it was his mistake and I got LESS money back!
