Hi hailsatan123123,
As this means you have Finalised Early, please note that there will be nothing that Silk Road can do should there be a problem with your order. We recommend that all users stay inside the safety of the escrow system at all times.
To answer your question though, generally speaking - if you have decided to leave the protection of escrow by FE'ing - you should leave feedback for an order once you have it in your hands. You can update the feedback later once you have tested the product to reflect whether or not you're satisfied with it.
Not sure what you mean by "or i must fill it in order to accept the package" - it should be on its way to you once it is marked 'in transit' by your vendor.
