Title: Fixing the "last posted 0 seconds ago" problem

Can we have a whip-round for someone to write a patch for Subs.php's spamProtection function so that the problem of thinking everyone is at the same IP goes away, without compromising the site.

I suggest removing spam protection at the IP level and move it to a per-user level (write user names to the database if available rather than IP addresses), but keep the restrictions on search traffic because they can be used to DoS the site.

The patch will of course need to be peer reviewed by a trusted hacker before putting it on here, if the admins allow it, maybe even get it included in SMF officially.

I'll offer 0.1 bitcoins towards an effort to get this fixed, if admins want it fixed that is.

Nobody can be trusted with the security of the forums or the site, apart from DPR.
