1.Why Do We Have to post 20 or more post to be a full member ??
2.Why Is the Newbie Section Mostly Dead?

It takes an effort to make 50 posts, unless you cheat. During that waiting period you can read and become wise.

I presume by "full member", you mean a member that has the ability to post in all of the forums? Once you reach 50 posts you will be able to post in all forums, not just the Newbie discussion forum.

This restriction was brought in to contain the mass-spammers that appear here from time to time. Keeping them in one forum (by means of a 50 post restriction) means we have a chance to delete them before they are able to spread out to all the main forums.

The Newbie forum is quite lively but the majority of older members stick to the other forums because new members tend to ask the same questions over and over (not their fault - they're just new!), and the discussion on the other forums is generally geared more to their interests.
