Basically, I made a small purchase on the 25th (couple days before the downtime), vendor supposedly shipped out the same day and all seems fine. Vendor has since gone MIA and has not logged on since he said he shipped out the package, which I obviously have not received. I'm not sure if the DoS scared him off or what, but it doesn't look like he's coming back.
Is there any way for a staff member to look at this and possibly speed up the process, or should I just wait the 5 days? And then what happens after 5 days, I'm assuming there will be some option to call on the staff?

Have you put the order into resolution? Once an order is in the resolution center an admin will get to it when they have processed any resolutions ahead of yours in the queue. There is no way to speed this process up. You can view the resolution center process here:

Ok, that works.
Yes, I put it into resolution last night. I just wanted to see if I would need to do anything at the end of the 5 days if it came to that.

No problem, I hope it all works out okay. You may also want to read the following excerpt from the Wiki that details what happens if you propose a resolution and there is no response from the vendor:

How are resolutions decided
If you cannot agree on a resolution, a Silk Road admin with review your case and choose a fair resolution. The reviewer carefully weighs the evidence and statements provided and the relative reputations of the parties involved. If one party does not propose any resolution by the due date, the most recent resolution provided by the present party will always be chosen. In this case, any refund granted will not be counted for buyer refund statistics.
