I have looked into this and the vendor in question does indeed have a FE policy, which he is entitled to have as he meets the requirements for it. It is clear that the vendor considers this (and perhaps anything over $100) to be a high value order. Of course we advise against FE, but you agree to the terms set out on a vendor's profile when you place an order with them.
