Ah, my apologies. I answered too quickly! If a vendor has had their account suspended indefinitely then I would advise contacting SR Support with the details of the transaction and stating exactly what has happened. If a vendor has had their account suspended pending an investigation, then Finalising would still release BTC to their account - however, this account will be frozen, and they won't be able to withdraw from it. If their vending privileges are reinstated then your BTC will not be refunded as it will count as a regular FE. If their account is not reinstated, you will probably be able to get your BTC back by messaging SR Support. Please note "probably". I'm not 100% sure what happens in this situation as it is presumably very rare that a buyer finalises after an account has been suspended. Message SR Support in any event as they are the only ones that can help you in this instance.
