If you wish, you may report the vendor using the 'report this vendor' link on their account page and describe your situation. Administrators cannot ban a vendor simply based on one or two people's reports, especially if they Finalised Early. By finalising you are stating that the order has been received and is as advertised. If that is not the case then you may put the order into resolution. The escrow system is there for YOUR protection. As you FE'd, there is unfortunately nothing more that can be done.
