@Darktime other vendors would have a way of knowing where you live, and they know you sell from that location or near it.
The above is correct. It leaves vendors open to blackmail.
Sure, I have two accounts for buyer and for vendor ;-).
I am asking bcoz one order was finished by auto finalization and customer is complaining after long time and he want refund money.
I´d like to know, when I refund him only part of BTC and he will be disappointed can he give me bad rating?
Excellent, glad to hear it!
Regarding your situation, I would advise not refunding money unless it is a request that has been asked in the resolution center. If you believe the buyer did indeed receive the product, and have proof of this, provide it to the administrator presiding over the resolution.

However, if it is simply a case of the buyer messaging you AFTER the resolution process has already taken place, I would strongly advise telling them that the issue has already been resolved in the resolution center.
If you get a reputation as being soft on people who are trying to scam you then you will become an easy target for others. I'm not saying that that's what is happening here, but it has to mentioned.
Buyers can edit their feedback at any time within a 3 month period from the date they finalised the order. After this, the ability to remove feedback is gone as the item is removed from their 'view feedback' list.
