I only quoted the end of your post as the rest of it is completely irrelevant; the reason being that you cannot sell ANYTHING here without a vendor account. It doesn't matter if it's ID's, drugs, clothing, kid's toys, bottled water, jars of dirt, human feces or indeed "orna`ment"s or playthings.
No vendor account, no sale.
