Also, SR isn't about holding your hand through the buying or selling process - it's a free market and everyone needs to take responsibility for their safety, security, and their successful (or unsuccessful) orders. The option to cancel an order becomes available to you 4 days after placing the order if the vendor hasn't yet marked it in transit. If they've already marked it in transit but you never receive it, then you can take it to the resolution center to resolve the problem with the vendor.
