if a vendor made a promise, do he/she has to abide by the statements? (not calling no vendors out, im liking all my vendors so far)(so far)
could this ruin the vendors rep? does SR take this in consideration ? how does this get handled?

What kind of promise? SR Support would take all information from both sides into consideration, but only information on Silk Road. In other words, if you communicated with the vendor via email or some other means, they wouldn't take that into account.
Also, it would of course depend on the situation. There aren't enough details in your post to tell you anything more than that.

just wondering ! thanks for your response.. reason why not much information is because i like to keep it mutual and try not to offend any of my vendors..

Now all we need would be a SR conflict admin having a law education, knowing when things like verbal agreements can be seen as legally binding.

Redzyy, I really think you need to give a little more info. Not the vendor's id, but just a general idea of what you're talking about. Did you get what you paid for? Did you get ripped off?

the vendor said it after making a big mistake, but havent given me the request, ignored my responses. im not too worried about it, but i would like information about this. it might come in handy some day .
