Hi ketamonster  :)

When you uninstalled, did you go to your program files and delete the entire folder which may have been left behind?

That happens sometimes, you have to delete Every instance of gpg4win....


Have you considered trying GPG4USB

http://gpg4usb.cpunk.de/

Read & see if GPG4USB will be right for you  ;)
