hey i just downloaded GPG4WIN and it came with Kleopatra and GPA and i tried opening kleopatra and GPA and i cant seem to figure out how to use the program from either one..
Can someone help me figure out how to use this program??

Try using GPA.
1. Top menu > Key > New Key
You need your own key first, save that somewhere. When you proceed past this, post again, I will do my best to guide you. Best way to learn this is step by step.

I wouldn't touch either GPG4WIN nor Kleopatra with a barge-pole. Use GPG4USB instead: http://gpg4usb.cpunk.de/index.html

okay i made a key. i cant seem to be able to open it or see what my key is.
And why do they need my email to make a key? Can i give a random email or do they email me a copy of my key?

If you're going to use GPG4WIN, you might as well just use TAILS, IMO.

So you're using GPG4Win?...
Open up GPA. Right click on your key that you want to use, select copy, then paste the public key where ever you want.
If using gpp4usb: Right click on your key that you want to use, select "Append Selected Key to Text"... and now you should see your public key in the text box on the left. Copy and paste it if you wish.

its gpg4usb sorrry i shouldve clarified. Whats the whole thing about verifying part of your pgp? it said in the tutorial that in order to protect yourself from someone incriminating you that you should make a verify line, do most ppl do this?

You mean the "Verify" button on the menu bar? In between the "Sign" button and the "File" button, right?
That's for like when DPR posts an important message on the forum... you can check if the message posted is actually from him. (and not someone pretending to be him)
Test it out:
-Find DPR's public key and Import it

Usually, but not always. When they forget, they usually get taken to the woodshed by the likes of people like me, and then they edit the message to include a PGP signature.
