Anytime I download any file via TOR this happens...
I click download file. Pop up window asking "Load external content" with the usual warning about external content are not TOR safe...I say launch application.
Next window is the "What should TORbrowser do with this bundle"? Open (select program) or Save. I select Save.
Next Window is the download manager asking where to save the file to. I select the directory I want to save the download to.
Download manager starts downloading the application. I see in the directory where I have selected to save the file, the new application file has been created. Things are all happy and normal up to this point.
When the download is 100% complete, all of a sudden the icon in the directory for the new application disappears. The file, after a successful download, is no longer where I had saved it to. I search through the entire hard drive and I cannot find the file. I do see an icon for the file in recent items, I click the icon but it says that the shortcut is missing. I look in the TORbrowser--Downloads and it is empty.
Basically I download the file, I think the download is successful, but then the file is not on the computer anywhere to be found.
I think I might have some kind of setting on my TOR browser that is erasing the download. Has anyone run into this problem or can provide some guidance as to how to fix this problem with downloading files via TOR.

I don't think TBB has a setting like that.
Have you tried saving to a different folder? Disabling antivirus software (probably not a good idea, but it might be quarantining the file)? Checking your Security Zone Policies (if you're on a recent version of Windows)?

Thanks for your tips, especially since the file I was trying to download was from your recommended GPG4USB. You're right in that my download problem has nothing to do with TBB. I tried to download other files via a clearnet browser on the same laptop and I run into the same problem. Downloading then disappearing file. Something must be wrong with this machine.
I did however download GPG4USB via clearnet connection successfully. However after I downloaded, I went to unzip the file by clicking start_windows. It unzips GPG4USB to a new folder, but the folder is empty. I am unzipping to my laptop, not a USB. I don't know if this matters.
Would you know what is going wrong here? Thanks for the help as usual!

start_windows.exe is in the zip file, which is called gpg4usb-0.3.2.zip, in the latest version. If you were clicking start_windows, then you already extracted the zip file, so I think you're getting confused somewhere along the way. start_windows should start GPG4USB.
I'm wondering if again the files are being deleted or quarantined because of some security policy on your computer.
