Title: can't you rate limit the number of threads that someone starts?

If you limit it to 1new thread every 10 minutes, that would slow down the spammer. He would have to create new accounts for every thread, which takes time and effort.

It would be good to have some sort of system put in place. Like  certain amount a day or every few hours, some kind of time frame
