He's talking about internet exchange points. I've head for years that the NSA is tapping IXes, but I've also heard that they are 1) storing everything, or 2) sampling a small portion of it, like 2%. Since 80% of the data moving across the internet is video and bittorrent stuff, and a good chunk of that is porn, it doesn't make sense to me to store everything, but what do I know. I've always suspected they are searching for key words, although it may be rather sophisticated, so telling your friend you're sending them "1.5 CDs" in the mail is a pattern that they could pick up.
