Whether or not a given vendor's lottery is a scam or not can not be determined until the time has come for the payout. Yes, some vendors have run successful lotteries. Others have run extensive scams. All lotteries require immediate finalization however, and there is no way to know if it is legit when it comes from someone unknown, until the payout time has come and gone. So, as I said...

I have personally seen Lothaun post at the very very least 10 codes before giving people free bitcoins. The most expensive one I saw was 7 btc, he is legit imo.

For what it's worth, I don't know anything about Lothaun and I do admit that it is possible for legitimate lotteries to exist. I just view them as a risk. If he really has given away bitcoins like that, I could be wrong.
Or, says the paranoid, it could be a way to increase the perceived trust so as to allow him to take people for even more money.

I don't think they should be treated has scams outright. I do agree that they should be approached with the utmost skepticism.
I think lothaun10 is on the level. Do I know this for a fact? No, this is all anonymous. There's no way I could know for sure. For me it's worth the one BTC I had sitting around to take a chance and maybe have a little fun at the thought of winning $50. I guess I would call myself a gambling man?
